Higher Education Emergency Relief Fund (HEERF I, II, & III)

Pacific College is participating in the Higher Education Emergency Relief Fund (HEERF) authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Pacific College is participating in the Higher Education Emergency Relief Fund II (HEERF II) authorized by the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). Pacific College is participating in the Higher Education Emergency Relief Fund III (HEERF III) authorized by the American Rescue Plan (ARP).

Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care).

Student Aid Portion Fund Report as of 09/30/2020 — FINAL REPORT

  1. Pacific College signed and returned the Certification and Agreement forms to the U.S. Department of Education and has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act and the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to students.

  2. Pacific College has received total funds of $283,666 from the U.S. Department of Education pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.

  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of 09/30/2020: $141,833.30.

  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act: 323 students.

  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act: 202 students.
    The total number of students who have received an Emergency Financial Aid Grant to students under Section 314(a)(4) of CRRSAA: 214 students.

  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

    • Each Emergency Financial Aid Grant recipient must have been an active student as of or following 03/13/2020, the date of the President’s Proclamation, “Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak,” Federal Register Vol. 85, No. 53 at 15337-38, and enrolled in an academic program leading to an undergraduate or graduate credential at Pacific College, and

    • Each Emergency Financial Aid Grant recipient must have filed a Free Application for Federal Student Aid (FAFSA) 2019-20 and demonstrated eligibility to participate in Federal Student Aid (FSA) programs under Section 484 the HEA. The criteria to participate in programs under Section 484 of the HEA include but are not limited to the following: U.S. citizenship or eligible noncitizen; a valid Social Security number; registration with Selective Service (if the student is male); and a high school diploma, GED, or completion of high school in an approved homeschool setting, and

    • Each Emergency Financial Aid Grant recipient must have completed an Emergency Financial Aid Grant request and ACH Authorization Form. The request must positively attest to incurring expenses due to disruptions caused by the Coronavirus pandemic; their attestation must agree to use the grant for food, housing, technologies, and/or health care. The request and ACH authorization must have been completed legibly and received by the Financial Aid Office as of the date 05/19/2020.

  7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
